My husband has been living and working in Australia for the past 1.5 years. He has UC 457 work visa. He is a software engineer. Yes, all permanent immigrants from non-English speaking countries must meet English language requirements by obtaining the IELTS score required for the visa for which they are applying. For independent visas, that level is a minimum score of 6 in each component.
